Abstract

It has been 65 years since its declaration of independence Indonesia conducting development efforts and still facing problems, especially inequality. Several regions, specially in western part has been developed along with the emergence of numbers of rich people. Meanwhile, there are still many underdeveloped regions and the poor in rural and urban areas. Social based development mandatory (integrating social capital, humanity, and economy) has actually been stated in republic of Indonesia constitution. The formal declaration of that mandatory in the state constitution established long before the issuance of International Covenant of Economic, Social, and Cultural Rights by United National or even Millennium Development Goals (MDGs). The essences of the covenant and MDGs contents are in line with Indonesian Constitutional Economic System (SEKI) constructed from the values of Pancasila and UUD’45. Therefore, the covenant and MDGs must not have been a “new thing” for Indonesian. The inconsistence in implementation of SEKI happened as a result of some problems. The source of problems coming from external factor is globalization trend, while from internal factors is the lack of necessary and sufficient conditions. Above those two problems are the low quality and ethics people in elite and grass root behave. Keywords: social based, development mandatory, inconsistence
