Abstract
This research find about Application of Article 77 Subsecsion 1 Statute of Republic Indonesia Number 22 Year 2009 About Traffic And Transportation In Students Driving License In Sungai Loban Subdistrict Tanah Bumbu Regency. This research to know this reason why the students in Sungai Loban Subdistrict drive motor sicle without driving license, the effect of that, and effort of the police in Sungai Loban to solve the problem. The method of this research is qualitative method and technique of the research is interview, focus group discussion (FGD), and the documentation use purposive. To know the validity of the data can use diligence, triangulation references, and do member check. The results show the reason why the students in Sungai Loban Subdistrict drive motor sicle without driving license are because (1) under aged, (2) far from POLRES, (3) they don’t know about the rule, (4) the police give tolerance, (5) the school doesn’t forbid (6) the parents don’t forbid. The effects are (1) unregulated traffic and (2) increase the accidents of students. The effort of the police to solve the problem are (1) give socialization and announcements, (2) do patrol regulary, (3) unannounced examination of licenses, document,etc., and (4) forbidding the junior high school to drive motor cycle. Based on the result the researcher suggest (1) the police should give intensive socialization about statute of RI number 22/2009, (2) parents, school and police shoud coorperate to solve the problem, and (3) Polsek of Sungai Loban should solve the problem resolutely.
